Position Overview

Midvaal Local Municipality invites applications for the position of Assistant Director: Roads & Stormwater. This pivotal role entails the comprehensive management of roads and stormwater infrastructure within the municipality, encompassing both operational oversight and strategic project management. The successful candidate will ensure the effective implementation of maintenance strategies, uphold service delivery standards, and contribute to the overall enhancement of municipal infrastructure.

Key Requirements

Educational and Professional Qualifications:

  1. Grade 12: Completion of secondary education.
  2. BTech/BSc in Civil Engineering, Transportation, or Urban Engineering: Relevant tertiary qualifications are essential.
  3. MFMA Competency Requirements: Candidates must either meet the Municipal Finance Management Act (MFMA) competency requirements or be eligible for dispensation.
  4. Professional Registration: Registration with the Engineering Council of South Africa (ECSA) is advantageous.
  5. Valid Driver’s License: A current driver’s license is required for this role.

Skills and Experience:

  1. Project Management: Demonstrated experience in managing projects, including budget oversight and adherence to timelines.
  2. Financial Management: Proficiency in financial planning, control, and reporting.
  3. Legislative Knowledge: Familiarity with Local Government legislation such as the Municipal Systems Act (MSA) and the MFMA.
  4. Computer Literacy: Competence in MS Word, Excel, and PowerPoint.
  5. Communication Skills: Excellent verbal and written communication, telephone etiquette, and interpersonal skills.
  6. Time Management: Proven ability to manage time effectively.
  7. Additional Competencies: Strong skills in conflict and stress management, leadership, negotiation, analytical thinking, and presentation.

Experience Requirements:

  • Five Years in Engineering: At least five years of relevant experience in the engineering sector, with three years at a middle management level.
  • Local Government Experience: Experience in local government is preferred but not mandatory.

Key Duties and Responsibilities

Management and Oversight:

  • Roads and Stormwater Infrastructure: Oversee the management and maintenance of roads and stormwater systems.
  • Project Management: Ensure projects are executed in alignment with capital and operational budgets as per the Integrated Development Plan (IDP).
  • Operational Duties: Supervise and coach staff, define roles, manage performance, and handle public complaints and issues related to the section.
  • Administration: Manage administrative tasks related to the Roads and Stormwater Section, including addressing complaints, conducting meetings, and overseeing training needs.

Financial Planning and Control:

  • Budget Management: Prepare and submit income, expenditure, and capital proposals. Assist with budget management to prevent over or under expenditure.
  • Financial Reporting: Ensure accurate and timely financial reporting.

Personnel and Performance Management:

  • Workforce Planning: Identify staffing needs, facilitate recruitment, and assist in the selection of candidates.
  • Performance Management: Oversee the performance management of staff and key contractors.

Compliance and Communication:

  • Legislative Compliance: Ensure all operations comply with relevant legislation.
  • Communication: Maintain effective communication with stakeholders, including public representatives and council members.

Ad Hoc Tasks:

  • Additional Responsibilities: Perform other related tasks as required by the management, including handling tenders and conducting investigations.

Compensation

The role offers a competitive salary ranging from R456,012.00 to R490,968.00 per annum (Level 04 of a Grade 4 Local Authority), with a total package inclusive of benefits amounting to R760,012.60 per annum.
